SUMMARY:

This position reports to the Director of Facilities & Real Estate and has the primary responsibility of managing Workers Compensation Programs and Safety Compliance for Goodwill of the Finger Lakes and its subsidiaries. The position leads all workers compensation claim management, injury prevention strategies, return-to-work programs, while also overseeing safety training and compliance (CARF, OSHA, safety standards/regulations, etc.).

The Safety & Compliance Manager provides technical support for claims management, injury prevention, and regulatory requirements across multiple sites. This role involves defining scope, objectives, and coordinating related activities to reduce claim frequency and severity. The candidate will be responsible for developing comprehensive return-to-work programs, managing claims processes, analyzing injury trends, and implementing targeted prevention strategies. Additionally, this position involves collecting data to identify workplace hazards and ensuring compliance with all relevant regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

WORKERS COMPENSATION (40%)

  • Partners with insurance brokers to develop and implement best practices in workers compensation programs and claims management

  • Develops and manages comprehensive return-to-work programs to reduce claim duration and costs

  • Manages the full claim reporting process including section 110 claims

  • Files all appropriate New York State forms (C-2, C-11 and C-240) in a timely manner

  • Oversees/facilitates worker compensation interviews with claimants to gather information relevant to claims

  • Gathers evidence and information relevant to claims

  • Prepares detailed reports based on findings and documentation collected

  • Analyzes workers compensation data to identify injury trends and develops targeted prevention strategies

  • Completes yearly OSHA 300 logs for each location

  • Conducts regular claim reviews with department managers to ensure appropriate claim management

  • Develops metrics to track workers compensation performance and costs

  • Collaborates with Risk Management Specialist to achieve organizational goals

INJURY PREVENTION (30%)

  • Chairs the Agency Safety Steering Committee with a focus on injury prevention

  • Develops and implements injury prevention programs based on workers compensation claim trends

  • Conducts ergonomic assessments to prevent repetitive motion and musculoskeletal injuries

  • Collaborates with leaders to foster a positive injury prevention culture

  • Ensures thorough investigations of accidents and incidents, taking appropriate actions to reduce future injuries

  • Maintains records to prepare accurate and timely reports on injury trends for leaders and managers

  • Communicates effectively with all levels of the organization regarding injury prevention strategies

  • Audits site safety equipment as required to prevent injuries

SAFETY TRAINING {15%):

  • Manages organization-wide training programs focused on injury prevention, safety, and emergency response

  • Recommends appropriate safety training based on analysis of workers compensation trends

  • Develops and implements competency-based safety training with emphasis on injury prevention

  • Ensures employees receive training upon hire and annually

COMPLIANCE (15%)

  • Manages Health and Safety compliance for CARF accreditation, including:

  • Conducts annual review of safety policies with emphasis on injury prevention

  • Conducts annual review of emergency procedures for compliance with required standards

  • Coordinates unannounced tests of all emergency procedures annually for each location and each shift

  • Provides written analysis of all critical incidents to immediate supervisor

  • Coordinates annual internal and external comprehensive health and safety inspections

  • Manages New York State Department of Motor Vehicles LENS and the agency's Vehicle Safety Programs

  • Other duties as assigned

QUALIFICATION REQUIREMENTS:

EDUCATION AND EXPERIENCE:

Bachelor's degree in risk management, occupational safety, or a related field. At least one year of direct workers compensation claims management experience required. Additional certification in ARM (Associate in Risk Management) and CRIS (Construction Risk Insurance Specialist) preferred. Additional experience includes, but not limited to:

  • Thorough knowledge of workers compensation laws and regulations

  • Experience with return-to-work program development and implementation

  • Experience with workers compensation claims management and injury investigation

  • Ability to prioritize multiple projects and meet deadlines

  • Strong communication, teamwork, analytical, judgment, and site support skills

  • Emotional Intelligence

  • Ability to work independently, analyze accident/injury data, and develop prevention strategies

  • Working knowledge of applicable OSHA regulations

  • Experience with regulatory facility visits

LANGUAGE SKILLS:

Able to read, analyze and interpret general business periodicals, professional journals, technical procedures and governmental regulations. Able to write reports, business correspondence and procedure manuals. Communicates effectively with stakeholders and provide essential customer service duties.

REASONING ABILITY:

Ability to assess, define and offer solutions to problems, collect and evaluate data, separate facts from opinions and reach reasonable conclusions, make decisions based on current policy, State and Federal regulations and best/past practices.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit for extended periods of time and to work extensively with computers.

Travel required >25%
