General Summary

This Community Service Officer is anticipated to be assigned to the Traffic Unit as a Traffic Control Community Service Officer, which will be responsible for parking citations, parking issues, traffic control, traffic hazards, etc. Community Service Officers (CSO) perform non-sworn, un-armed law enforcement related tasks for the Charlottesville Police Department. Community Service Officers DO NOT have powers of arrest. These tasks include but are not restricted to; Traffic Control/Parking Enforcement, report writing, and/or various administrative tasks.

The preferred hiring amount will be $19.50 - $22.17 an hour ($40,560.00 to $46,113.60 annually). As of March 28, 2024, this position is in the Labor and Trades bargaining unit in accordance with the City’s Collective Bargaining Ordinance (Ordinance No. 22-128 (https://www.charlottesville.gov/DocumentCenter/View/9482/Collective-Bargaining-Ordinance-PDF) ). Starting pay for this position is based on applicable education, experience, and internal equity. Future wage adjustments are subject to terms and conditions of the collective bargaining agreement between the City and the exclusive bargaining representative. The parties are in the process of negotiating the collective bargaining agreement, which will take effect on July 1, 2025.

Starting offer is based on applicable education, experience, and internal equity. This is a full-time, non-exempt, position.   • The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan. Essential Responsibilities and Duties

This position is anticipated to be assigned to the Traffic Unit:

  • Traffic Control Unit: The Traffic Unit is a specialized unit within the Support Services Division. The Traffic Unit CSO patrols assigned areas of the City enforcing parking laws by issuing parking tickets/citations and performing other functions including but not limited to; towing of abandoned vehicles or vehicles parked in prohibited zones, assisting patrol with traffic hazards and accidents, traffic direction, conducting vehicle escorts, and other duties as required to support the Police Departments mission. May have to testify in court reference to issued citations. May be responsible for report writing, as designated.

Community Service Officers will normally be assigned to one unit but may be required to transfer or complete duties from each service area as assigned. The other CSO units are:

  • Telephone Reporting Unit: is a component part of the Uniformed Patrol Bureau. CSOs working in this capacity shall be assigned to the second or third shift Patrol Bureau under the supervision of a Shift Sergeant. The Telephone Reporting CSO will perform a variety of functions that permit uniformed officers to remain in the field as much as possible. The TRU CSOs responsibilities include; taking reports by telephone and in person at the Police Department lobby, fingerprinting and photographing of arrested persons for the court, handling calls for general information and other non emergency calls by phone or at the Police Department lobby, processing of fingerprint applicants and performing various administrative functions in the Police Department.

  • Downtown Unit: The officer is assigned to the Downtown Mall year-round. Working at a kiosk area or on foot patrol, the officer maintains public contact with visitors and residents for the City of Charlottesville Police Department and is assigned to the Neighborhood Services Bureau, reporting to the Crime Prevention Unit Supervisor. Work is conducted in communication and partnership with Police Officers. The CSO responds to accidents, potential safety hazards, and other emergencies.

  • Logistical Support Unit: The Community Service Officer assigned to the Logistical Support Unit works directly with the Unit supervisor. Responsibilities will include, but are not limited to; keeping inventory for the Department's Taser, Mobile Data Terminal, Body Worn Camera (BWC), Vehicle Equipment, Radio Transmissions Equipment, and Department Issued Cellular Phones.

Education, Experience and Skills

Minimum Qualifications:

  • Must be at least 18 years of age.

  • High school diploma or GED equivalency required.

  • Must not have been convicted of any felony or serious misdemeanor or be a user of any controlled substances.

  • Must pass a background check and pre-employment drug testing and be subject to random drug testing in accordance with the policies of the City of Charlottesville.

    Preferred Qualifications:

  • Proficiency in a language other than English preferred but not required;

  • Prior experience directing traffic preferred but not required.

    Skills: Knowledge of police methods, practices and procedures is beneficial; ability to understand and carry out oral and written instructions and to prepare clear comprehensive reports; ability to deal courteously but firmly with the public; ability to analyze situation and to adopt quick, effective and reasonable courses of action with due regard to surrounding hazards and circumstances.

Physical Conditions & Additional Information

Physical requirements for this position as outlined by the Department of Labor: MEDIUM WORK: Ability to lift up to 50 lbs. occasionally and/or up to 30 lbs. frequently and/or up to 10 lbs. constantly to move objects. Physical demand requirements are in excess of those for Light Work.

This is a safety sensitive position subject to drug and alcohol testing for pre-employment, reasonable suspicion, post-accident and random testing.

Dependent upon assignment, a majority of time spent in this position involves outside work which may involve extreme temperatures, extreme brightness, radiant energy, and/or electrical hazards. This position requires regular use of traffic/roadways and requires driving a City-owned vehicle and is subject to the vehicle use policy and procedures.

Must be able to work in varied local environments utilizing department assigned clothing and equipment. This position involves driving, walking, standing, and repetitive entry/exit from city vehicle in all types of weather conditions. The noise level in the work environment is usually moderate to loud.

  • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.

  • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
