Function of Position:
Monroe Community College, a member of the League for Innovation in the Community College, offers over 100 programs across two main campuses and several extension sites. At the direction of the Vice President, Institutional Advancement, the Chief Data Officer (CDO) and Associate Vice President (AVP) of Institutional Research and Assessment will lead an engaged and collaborative team that promotes data- and evidence-informed decision making by our senior leadership team. The CDO/AVP has responsibility for educational research and institutional research which leads to enhanced understanding and planning in the operation of the College, as well as greater visibility and recognition for the College.
This position will provide leadership for the Office of Institutional Research and Assessment and is responsible for developing and sustaining a robust system for communicating critical data to critical stakeholders, and shall effectively facilitate timely presentation of data while supporting the College's accreditation and strategic budgeting processes. The CDO/AVP's responsibilities include:
Providing strategic leadership for developing and implementing the College's decision support system and data-informed initiatives.
Championing data program management and governance to support a data-driven enterprise, including oversight of the Data Warehouse team, fostering college-wide efficiencies.
Oversight for all institutional research functions at the College, including but not limited to the development of a comprehensive institutional research program to support the College's mission and strategic plan; developing, assessing, and improving the College's research and information base; and serving as a clearinghouse for data requests from external agencies.
Lead the development, publishing and maintenance of the organization's data architecture, as well as a roadmap for its future development, ensuring that it matches and supports business needs.
Foster the creation of a data-informed culture, related competencies and data literacy across the enterprise.
Provide expertise associated with recent trends in higher education; institutional research; and experimental and statistical techniques in the social sciences to MCC.
Examples of Duties & Responsibilities
? Leads the oversight of data governance and management. Including continuous building of data analytics capacity, by leading the advancement of the College's ability to make data-informed decisions.
? Advises the President of the College and College Officers on all matters pertaining to research and its implications for management decisions and strategic long-range planning.
? Drives and supports the College's strategic planning processes, including monitoring analytics effectiveness in providing continuous assessment.
? Develops policies and procedures related to collection and use of data, institutional assessment and compliance.
? Effectively collaborates with the Chief Information Officer (CIO) to co-lead a robust data governance program.
? Promotes the partnership and encouragement of divisions, departments, and individual faculty or staff members in the planning and execution of validated research to advance the College's mission and strategic plan.
? Leads the institutional planning relative to academic programs, marketing and recruitment of students, student success, staffing, facilities, and financial resources where effective planning presupposes an informed research base.
? Identifies industry recognized key performance indicators for institutional assessment including the benchmarking of internal trends and external peer comparisons.
? Maintains confidentiality and exercises judgment and discretion.
? Supports the development of grant proposals and evaluation of grant-funded projects, as appropriate.
? Serves as the Institutional Review Board's (IRB) Chair.
? Performs other duties and responsibilities assigned by the Vice President, Institutional Advancement.

Job Requirements:
Required Qualifications:
· Earned Master's degree in statistics, education, social science, or other or closely related field that includes statistics and/or research methodology from a regionally accredited higher education institution
· Minimum of five (5) years of related professional experience
· Minimum of two (2) years in a direct supervisor/manager position
· Experience with quantitative and qualitative research methods, advance statistics/statistical modeling, reporting solutions, and predictive modeling software
· Knowledge of data visualization
· Proficiency in constructing, managing, and utilizing a data warehouse for institutional analytics in Oracle
· Expertise in Excel and extracting data from enterprise data system using SQL or related tools
· Ability to communicate effectively with a variety of College and external constituencies.
· Administrative experience and/or college teaching of sufficient duration to understand the societal context, processes and procedures of the public comprehensive community college
· Demonstrated familiarity with recent trends in higher education and in particular community colleges
· Experience should demonstrate leadership, management and systems skills
· Commitment to supporting an inclusive environment on campus
· Evidence of respect for and understanding of people with diverse backgrounds, abilities, and needs
· Evidence of commitment to the philosophy of a comprehensive community college
· Evidence of proficiency with technology, in particular: MS Office Suite and SPSS (Statistical Package for the Social Sciences)

Preferred Qualifications:
? Earned PhD/EdD from a regionally accredited higher education institution
· Experience with computerized student record management systems
· WebFocus or Argos programming experience
· ESRI ArcGIS experience
· Qualtrics survey design experience
· Bilingual and able to read, write, and speak Spanish, or other languages, proficiently
Additional Information:
Salary: Salary is determined based on experience, internal equity and college budget. This position has a range of $110,000 to $130,000 and is based on these mentioned factors.
MCC offers a Flexible Work Policy for benefit eligible employees. Types of flexible work arrangements include flextime/staggered shifts, remote work/telecommuting and compressed work schedule.
