Job Summary: We are seeking an experienced Contract and Compliance Manager overseeing the administration and compliance of government contracts within a defense contracting company and our compliance initiatives, ensuring adherence to regulatory requirements including FFL, FARS/DFARS, and ITAR. This role requires a proactive and knowledgeable leader with experience in working with government agencies, drafting clear processes and procedures, and collaborating with legal counsel. The Contract and Compliance Manager will play a critical role in building and maintaining a robust compliance department, mitigating risk and optimizing contract performance while ensuring company-wide adherence to regulatory standards.

ITAR Requirements:

To conform to U.S. Government export regulations, applicant must be a (i) U.S. citizen or national, (ii) U.S. lawful, permanent resident (aka green card holder), (iii) Refugee under 8 U.S.C. 1157, or (iv) Asylee under 8 U.S.C. 1158, or be eligible to obtain the required authorizations from the U.S. Department of State. Key Responsibilities:

• Develop, implement, and maintain company compliance programs, ensuring alignment with FFL, FARS/DFARS, and ITAR regulations.
• Develop, document, and regularly update compliance policies, processes, and procedures to ensure clarity and ease of adherence across departments.
• Conduct internal audits and assessments to identify and address potential compliance risks, taking corrective action as necessary.
• Monitor regulatory changes and advise senior management on necessary adjustments into operational processes and workflows.
• Manage the full contract lifecycle from proposal to closeout, ensuring compliance with FAR, DFARS, ITAR, and other applicable regulations.
• Monitor contract performance, deliverables, and compliance with reporting requirements.
• Maintain organized records of contract correspondence, modifications, and deliverables.
• Communicate contract requirements and obligations to project managers and executives.
• Identify and mitigate contractual risks, including performance, financial, and compliance risks.
• Prepare reports on contract performance, compliance status, and risk assessments for senior leadership.

Qualifications:

• Bachelors degree in Business, Law, or a related field preferred.
• 5+ years of experience in contracts, compliance management, with specific expertise in FFL, FARS/DFARS, and ITAR regulations.
• Proven experience in working with government agencies and coordinating regulatory responses.
• Strong ability to write and implement policies, processes, and procedures that align with regulatory standards.
• Experience coordinating with legal teams and interpreting complex regulatory requirements.
• Deep understanding of the roles and responsibilities within a compliance department.
• Excellent communication and interpersonal skills, with the ability to educate and influence employees at all levels.
• Strong organizational and analytical skills, with attention to detail and a commitment to accuracy.
