Collins is seeking a Director to lead the Resilient Navigation Sensors and Avionics Business. This leader will provide leadership over the AIMS and Weapons Portfolios and is the single engineering point of contact for the Engineering Portfolio Leader and the AIMS & Weapons General Manager, accountable for managing all engineering activities within the business. This includes meeting technical requirements within allocated cost and schedule commitments as well organizational leadership, goal setting and improvement initiatives.
The RNSA Engineering Director leads a cross-functional organization comprised of Chief Engineers, and Discipline Leaders (Systems, Software, Hardware, and Whole Life Engineering) in the capture and execution of programs. They will work with engineering disciplines and Program Value Stream Management to conduct and approve appropriate Engineering reviews (e.g. Architectural Review Board, Export Review Board, Cyber Architecture Review Board, System Requirements Review, Preliminary Design Review, Critical Design Review, and Test/Ship Readiness Review). They are the approval authority for, Program EACs, Gates and Engineering Bid Reviews, in accordance with the approved Delegation of Authority (DOA).
The successful candidate will have demonstrated experience in organizational leadership, pursuit & order capture, and project execution to include Design and Development of systems inclusive of hardware and software solutions. The candidate will have successfully led teams to deliver technically compliant and producible products in accordance with stakeholder requirements within an allocated budget and schedule.
This position is located onsite in El Segundo, CA.
What You Will Do
Lead a Collins Aerospace Engineering organization within Resilient Navigation Solutions. Accountable for the entirety of engineering execution including technical budget, cost, schedule and metrics of multi-disciplined engineering professionals supporting programs in the development of products and across AIMS (Avionics, INC1, Maritime Systems) and Weapons Portfolio
Own the execution of long-term strategy for the AIMS group and develops with the VSL the strategic plan, key roadmaps, and IRAD recommendations for the business.
Ensure the proposed technical solution and establishment of technical baseline artifacts planned throughout the programs lifecycle
Provide guidance and leadership to implement changes which may be transformational and have a large impact on the achievement of results for the team
Ensure programs are staffed with proper engineering personnel and skillsets to successfully execute programs within cost, schedule, and technical requirements. Monitor and trend staffing against planned work; proactively engage with Engineering project program demand in a timely manner to ensure adequate resource alignment; this includes hiring, training, mentorship, and management
Lead, develop, and coach talent and leaders to be successful, result oriented and drive a positive cultural environment, where employees can work, grow and belong
Partner with the RNSA VSGM in the establishment and execution of the Annual Operating Plan and Strategic & Financial Plan for the RNSA business
Provide organizational leadership to the 150+ cross-discipline and multi-site engineers in the RNSA business
Lead a team of Engineering Fellows and Program Chief Engineers who provide technical and programmatic direction for assigned programs and are accountable for program performance
Ensure that proposals are appropriately staffed, that compliant Technical Baselines are developed to the appropriate maturity for the pursuit phase, and that Design-to-Cost (DTC), cost and schedule targets are achieved with well-considered and clearly communicated risk and opportunity profiles
Ensure effective use of independent reviews and achieve on-time completion of all program engineering gate reviews
Responsible for Earned Value and/or financial management and monitors technical priorities to meet cost, schedule & performance; including engineering content of the EAC reviews
Proactively instill performance and corrective actions for overall engineering program cost, schedule, EV, and technical metrics against approved baselines. Ensure proper Engineering Risk & Opportunity management (ensures Eng risks are captured, mitigation plans in place)
Ensure closure to root cause investigations, corrective action, and continuous improvement efforts
Ability to multi-task with a focus on daily issues and longer-term strategies
A minimum of 20% travel will be required with this role
Qualifications You Must Have
Experience in leading large (150+ personnel) organizations
Experience in the design, development, and qualification of hardware, software, and system-of-systems
Experience with NRE, NPI, support to operations, and the use of product-lines
Experience in electronics and signal processing, including analog/digital electronics, RF engineering, antenna design, and signal acquisition/tracking algorithms
Knowledge of embedded software development, navigation algorithms, power management, and system integration with communication protocols. Strong computer skills to include extensive use of Microsoft Office
Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 14 years prior relevant experience or an Advanced Degree in a related field and minimum 12 years of experience or in absence of a degree, 18 years of relevant experience
Active and transferable DoD Secret security clearance is required prior to start date
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

The salary range for this role is 194,000 USD - 388,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
