Summary "FLETC's mission is to train and support the training of federal, state, local, and tribal law enforcement officers and international partners that are responsible for enforcing laws, treaties, and regulations within the United States and abroad." Click here to learn more. Responsibilities Serving as a Accountant GS-0510-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Chief Financial Office Directorate. The primary purpose of this position is to serve as an Accountant responsible for providing professional accounting services. This includes participation in: administering the fully integrated computerized accrual accounting operations for the various funds and appropriations; preparing internal and external reports, that reflect the financial status; providing limited oversight of junior graded Accountants; providing subject matter guidance to internal and external stakeholders; conducting activities connected with the Federal Managers Financial Integrity Act (FMFIA), the Chief Financial Officers (CFO) Act, Government Performance and Results Act (GPRA) and Government Management Results Act (GMRA); and operating and maintaining the Electronic Certification System (ECS). Typical duties include: Responsible for providing expert and authoritative advice on complex and difficult areas of financial accounting work which services all directorates, DHS serviced components, on-site participating agencies, and other stakeholders, including over 150 sub-object classifications affecting almost 200 General Ledger accounts Independently performing tasks which involve analysis of financial operations, identifying problems, revealing discrepancies, and taking corrective action related to any of the following: independently processes transactions and analyzes program operations involving the computerized accounting/financial management system and associated electronic interfaces Planning and conducting research and analysis related to financial decision making processes for the Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS), Treasury Information Executive Repository (TIER), US Standard General Ledger (USSGL), Federal Managers Financial Integrity Act (FMFIA), Financial Management Service (FMS) Users Group, etc., with management officials of the FLETC, Department of Homeland Security, participating agencies, Office of Management and Budget (OMB), General Accountability Office (GAO), Financial Management Service (FMS), and the DHS Providing professional accounting advice and assistance Independently performing and assisting senior accountants in preparing, reviewing, and analyzing financial statements the reflect the status of the organization's financial condition Independently overseeing and managing quality assurance reviews to provide reasonable assurance in payment and obligation functions; completes full audit of entries on randomly selected samples View common definitions of terms found in this announcement: Common Definitions. The qualification requirements listed below must be met by the closing date of this announcement. All applicants must meet the basic requirements of A or B below: A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or in a related field such as business administration, finance, or public administration that included or was supplemented by twenty-four (24) semester hours in accounting. The twenty-four (24) hours may include up to six (6) hours of credit in business law. or B. Combination of education and experience--at least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law; or 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., Fifteen semester hours, but that does not fully satisfy the twenty four semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A. You must submit a copy of your college transcripts, certificate as a Certified Public Accountant or Certified Internal Auditor for verification in order to be considered. Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as planning and coordinating research and analysis; providing expert and authoritative advice on complex and difficult financial accounting work; analyzing, conducting periodic reviews and reconciling accounts; providing professional accounting advice and assistance as well as performing or assisting senior accountants in preparing, reviewing, and analyzing financial statements. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
